Full description of the book Development Aid in Russia 2009 : Lessons from Siberia:This study draws on first-hand experience of a series of development projects in Siberia through the period from the dissolution of the Soviet Union until the election of President Medvedev. It draws on development studies and post-Soviet literature to provide a critical account of the projects which the author ran and to examine the reasons for their successes and failures. The period covered allows the long-term effects of the aid to be analysed. The book includes pioneering accounts of the policies of the donors (the EU TEMPUS TACIS programme and UK government programmes). It outlines improved methods of granting PDF aid and draws lessons that are widely applicable across the developing world.
About the author Judith MarquandJUDITH MARQUAND was the first Head of the Economics of Environmental Protection Division in the UK Government Economic Service, chairing the OECD Sub-Committee of Economic Experts. She holds honorary doctorates from Salford University, UK and Tomsk State University, Russia. She held a Research Fellowship at Louvain-la-Neuve University, Belgium and a Senior Simon Research Fellowship at Manchester University, UK. She has headed a research centre at Sheffield University and taught at Oxford University, UK. She is the author of Autonomy and Change.
